Former Gettysburg mayor faces new felony charges of sexual assault

New charges, including allegations of physical sexual assault, have been filed against the former mayor of Gettysburg Borough, according to court records.

Chad-Alan Carr, 48, of Gettysburg, is now charged in the borough with two felony counts of sexual assault, one felony count of having a photograph or film on a computer depicting a child sex act, and two misdemeanor charges of corruption of minors, according to charging documents filed by the Adams County District Attorney’s Office on Wednesday, April 8, 2026.

Those charges were filed in addition to prior charges issued in Straban Township on Friday, March 13, court records show.

Across the two separate investigations, police have filed charges alleging at least four separate individuals were victims of Carr, according to the documents.

Carr, who posted a monetary bail of $100,000 on the March charges on March 17 through a bondsman, is awaiting arraignment on the new charges, court records show.

Court dates, and bail, have not yet been set for the April charges. Lawyer information for Carr in the new case was not immediately available.

Carr, who began his term as the mayor of Gettysburg in January of 2026, submitted his resignation to the municipality on Tuesday, March 3, 2026, Gettysburg officials previously confirmed. The council then voted unanimously to accept the resignation of Carr on March 9, 2026.

A prior statement from Gettysburg Borough expressed that the legal matters facing Carr were “personal in nature and are not related to the operations of the municipal government.”

Press conference brings victims forward

In the affidavit of probable cause filed by Pennsylvania State Police, investigators wrote that two separate victims made contact with police following a March 13, 2026 press conference about the original charges against Carr.

Police were contacted by the family of one of the victims following the press conference, in which the family member indicated that the victim had been allegedly sexually assaulted by Carr 10 years earlier.

Investigators then made contact with that victim, who advised that he had allegedly met Carr on the Grindr dating application in 2015, and had visited Carr’s Gettysburg Borough house twice while the victim was 16 years old, according to the criminal complaint.

During the second visit, police alleged in the affidavit, the victim described that what was initially a consensual encounter with Carr turned into an assault.

Carr allegedly sexually assaulted the victim, who reported telling Carr “no” multiple times during the alleged assault.

The victim stated that while they had spoken of the alleged assault to family, they did not share the identity of who the perpetrator was until after the March press conference, police state.

Adult victim approaches police

Police were contacted by another victim on March 16, 2026, who advised them that he had allegations to report against Carr after seeing the press conference.

The second victim described in the affidavit allegedly met Carr while attending a play when the victim was 18, police wrote in the documents.

That victim became involved in the Gettysburg Community Theater, police wrote, and had viewed Carr “as a mentor.” During this time, the victim often received lead roles while being directed by Carr, police said, and the relationship at that time was “strictly professional.”

Between December 2014 and October 2015, while the victim was 23, he lived with Carr at Carr’s apartment, according to the affidavit. While living with Carr, the victim reported that the victim’s room had been off limits to Carr, and that the two had remained professional.

In the summer of 2015, investigators allege in the criminal complaint, the victim was awoken in his bed by Carr, who was on top of him.

During that incident, Carr allegedly held down and sexually assaulted the victim despite repeatedly being told “no,” the affidavit alleges.

Third victim alleges solicitation of images

In the third account described by police in the affidavit, investigators related that a ChildLine referral had been received by state police on Feb. 24, 2026.

While the ChildLine referral had been made on the same day as the original case against Carr, the documents describe an account by a separate victim who is identified with differing initials than the victim in the original case.

In this referral, police learned that a juvenile male had allegedly been in a physical relationship with another adult male that police alleged was close friends with Carr, the affidavit states.

Police did not identify that other adult male in the charging documents, and it was unclear whether charges were filed against that male regarding the relationship described in the affidavit.

In this relationship, the affidavit states, the victim would privately send and receive explicit images with the other man.

According to the charging documents, when Carr learned of this relationship, Carr had allegedly informed the victim that Carr knew his “pictures were going around” and then requested the images for himself.

The victim told police that nothing physical had happened between themselves and Carr, but that Carr had begun to flirt with and pursue them following this request.
