They represent nearly a third of all registered voters in the state, and more than 62% of them have already submitted their ballots.
Health Secretary Dr. Rachel Levine said 71% of people interviewed between Oct. 11-17 did not comply.
The settlement included an agreement for how Allegheny County will deal with the 29,000 ballots it mailed incorrectly, and any corrected ballots that are sent back.
