Good Afternoon,
It’s Tuesday, Feb. 17, 2026 and welcome back to another edition of the Keystone Labor Report.
Also, happy Mardi Gras—or Fasnacht Day—to all who celebrate. I know I was in line this morning at the Cornerstone Coffee Shop in Camp Hill picking up my yearly faschnact fill (for those of you unfamiliar, they’re German donuts made ahead of Lent).
Today, we’re taking a quick look at Glenn O. Hawbaker backing Pennsylvania Treasure Stacy Garrity after getting hit with the country’s biggest wage theft lawsuit by Gov. Josh Shapiro in 2021, and what Jeffrey Yass has to do with the Epstein Files.

One of the issues that union leaders across Pennsylvania always bring up when talking about Gov. Josh Shapiro’s labor record are the actions he took against wage theft and worker misclassification.
While serving as attorney general, Shapiro sued Glenn O. Hawbaker, one of the largest construction companies in Pennsylvania, for stealing $21 million from its employees by taking funds from prevailing wage construction projects that were supposed to pay employee benefits over the course of three decades.
It shouldn’t be surprising that campaign finance reports show that members of the Hawbaker family are now supporting Republican Treasurer Stacy Garrity in her attempt to unseat Shapiro in the 2026 election.

No, Jeffrey Yass was not named in the Epstein Files, but they do put the libertarian-leaning billionaire at odds with President Donald Trump because of Yass’ support for US House Rep. Thomas Massie (R-KY).
Massie, if you can’t recall, is one of the US House lawmakers who authored the bill forcing the release of the Epstein Files, and as you can imagine, that has placed him on Trump’s 💩list.
Even though Yass donated more than $16 million to Trump’s super PAC, MAGA Inc, while the administration was delaying the TikTok ban, the mega-billionaire is ready to spend millions defending Massie as Trump throws his weight behind a primary challenge against the conservative lawmaker.
According to the Northern Kentucky Tribune, Yass was the single largest donor to the Massie-aligned Protect Freedom Political Action Committee, giving $7.5 million to super PAC in Oct. 2025.

ICE continues to be an issue across southcentral Pennsylvania.
This past weekend, I drove down to Lancaster County, where more than 250 residents attended a town hall meeting regarding the county’s cooperation agreements with ICE.
“ I just think it’s been seen around the country, but particularly in Minnesota, the past two months that ICE, [Customs and Border Patrol], that whole part of Department of Homeland Security is out of control,” Mark Freeman, a Lititz resident, told The Keystone.
