A defense contractor listed as headquartered in Gettysburg was awarded a $113 million contract to renovate a U.S. Immigration and Customs Enforcement (ICE) detention facility near Hagerstown, government records show.
KVG LLC., a defense contractor listed as being based in Cumberland Township, Adams County, was awarded the contract to convert a warehouse near Hagerstown, Maryland into a detention facility for ICE, according to contract records on USASpending.gov.
Under the contract, which began on March 6, 2026, KVG will “procure the renovation” of the “existing ICE-owned permanent structure in Hagerstown, Md., to serve as a processing and detention facility,” the contract states, and will “provide all necessary wraparound services for operation of the facility.”
While the contract begins with an obligation of $113 million in federal funds for services between March 6 through May 4, 2026, the contract also lists the option to be extended through March 5, 2029, for a total sum of $641,795,971.
The facility associated with the contract is a 53.74-acre property at 10900 Hopewell Road, also known as 16220 Wright Road, near Williamsport and Hagerstown.
The site, which includes a 825,620-square-foot mega warehouse, was purchased by the Department of Homeland Security (DHS) and ICE on Jan. 16 for $102.4 million, according to the deed and the Maryland Department of Assessments and Taxation’s website
A federal public comment for the site notice stated that the Wright Road “facility would provide short‑term housing for individuals in immigration custody awaiting immigration processing and related administrative procedures.”
The plans have drawn significant debate in recent months, with the Washington County Board of Commissioners approving a resolution supporting DHS and ICE, while state officials have filed lawsuits attempting to block the facility and have spoken out against the proposal.
Gettysburg contractor
The news of the contractor’s involvement in the Hagerstown site quickly drew attention to a contractor that has mostly operated under-the-radar in the Gettysburg area for several years.
A post from the contractor advertised that the business was operating in 116 countries as of 2026, with materials primarily marketing the business as offering mission support services since its founding in 2013.
Contract records, as viewed on USASpending.gov, show that the $113 million contract is the largest to be received by the business, which previously peaked in 2023 at a total of $27.6 million in contract awards, the highest yearly total listed prior to 2026.
A 2017 press release from the Adams Economic Alliance features a profile on the large property identified as the contractor’s headquarters on the contract, the historic Brown’s Ranch in Cumberland Township located on Redding Lane along the edge of the Gettysburg National Military Park.
The story describes the purchase of the 232-acre ranch as being part of a $400,000 15-year agricultural loan to operate a “cow calf operation,” by John Boyer, one of the executive officers listed for KVG LLC.
A feature on agricultural loans by the Adams County National Bank advertises the ranch as a “cattle beef operation” by Boyer and Elisha Abbott, with Abbott, the president of KVG, listed as an executive officer for KVG on the ICE contract.
