State Sen. Nikil Saval (D-Philadelphia) joined State Reps. Greg Scott (D-Montgomery) and Lindsay Powell (D-Allegheny) in introducing the Pennsylvania Universal Healthcare Act, legislation that calls for a 7.5% employer tax on employee W-2 wages and a 2.5% employee payroll tax to replace premiums and out of pocket costs associated with the private healthcare system.
